Tamya Cox-Touré

Executive Director

Tamya served as the first Legislative Counsel for the affiliate. She graduated with an undergrad degree from Oklahoma State University and went on to continue her education at Oklahoma City University School of Law. She joins us from Planned Parenthood Great Plains where she served as Regional Director of Public Policy and Organizing, overseeing the Public Affairs departments in Oklahoma and Arkansas. Tamya is committed to civil rights and civil liberties. She has traveled across the state and country speaking directly to communities on issues that impact their daily lives, as well as presenting on numerous panels covering a variety of topics, including race equity. Her dedication to the work is best summarized through her favorite Alice Walker quote, “Activism is my rent to live on this planet.”

Cindy Nguyen

Policy Director

Cindy Nguyen joins the ACLU of Oklahoma as our new director of policy and advocacy. She comes to the affiliate as an experienced racial and gender justice trainer with a background in crisis victim services. She has trained nonprofits, private companies, coalitions, and state agencies on equitable and inclusive policies and practices. Cindy graduated from the University of Central Oklahoma with a degree in Political Science and Public Administration. She began her career working with victims of domestic and sexual violence at YWCA Oklahoma City. Serving as the Director of Social and Economic Justice, she led their Stand Against Racism campaign and advocated for expanding the department's initiative to focus on survivors of color, 2SLGBTQ+ survivors, and the impact of the criminal legal system on communities. In 2019, Cindy created the Asian Task Force of Oklahoma to address anti-Asian discrimination and gender-based violence in Oklahoma's AAPI community. She is an unapologetic advocate for all, with a career devoted to serving marginalized communities.

Nicole Maldonado

Nicole Maldonado

Organizing Manager

Nicole Maldonado is currently the Organizing Manager at ACLU Oklahoma. She is a Queer Latina who has been deeply impacted by the harmful and hateful rhetoric targeting women, immigrants, and 2SLGBTQ+ communities—and understands the importance of rallying communities to defend democracy and uphold dignity and rights for all. Raised by a single mother and grandmother in Colombia, Nicole learned the value of resilience and strength early in life. She credits her educators for teaching her acceptance and belonging and attributes her passion for community to the influential women and leaders in Oklahoma who shaped her journey. Nicole earned a scholarship to play tennis at Southeastern Oklahoma State University in Durant, where she studied Political Science. She has worked in politics on the campaign trail and at the Oklahoma State Capitol, including two years in the Oklahoma House of Representatives. In early 2024, Nicole ran for the Oklahoma State House to bring greater representation to underserved communities and to fight against injustices impacting marginalized groups. She was recognized as NextGen 30 Under 30 for her work as a community organizer and advocate and remains committed to championing the rights of communities most impacted by harmful policies. She also serves as the Vice President of the LULAC Oklahoma chapter and represents Ward 2 on the Oklahoma City Community Public Safety Advisory Board.
