Tamya Cox-Touré

Executive Director

Tamya served as the first Legislative Counsel for the affiliate. She graduated with an undergrad degree from Oklahoma State University and went on to continue her education at Oklahoma City University School of Law. She joins us from Planned Parenthood Great Plains where she served as Regional Director of Public Policy and Organizing, overseeing the Public Affairs departments in Oklahoma and Arkansas. Tamya is committed to civil rights and civil liberties. She has traveled across the state and country speaking directly to communities on issues that impact their daily lives, as well as presenting on numerous panels covering a variety of topics, including race equity. Her dedication to the work is best summarized through her favorite Alice Walker quote, “Activism is my rent to live on this planet.”

Cindy Nguyen

Policy Director

Cindy Nguyen joins the ACLU of Oklahoma as our new director of policy and advocacy. She comes to the affiliate as an experienced racial and gender justice trainer with a background in crisis victim services. She has trained nonprofits, private companies, coalitions, and state agencies on equitable and inclusive policies and practices. Cindy graduated from the University of Central Oklahoma with a degree in Political Science and Public Administration. She began her career working with victims of domestic and sexual violence at YWCA Oklahoma City. Serving as the Director of Social and Economic Justice, she led their Stand Against Racism campaign and advocated for expanding the department's initiative to focus on survivors of color, 2SLGBTQ+ survivors, and the impact of the criminal legal system on communities. In 2019, Cindy created the Asian Task Force of Oklahoma to address anti-Asian discrimination and gender-based violence in Oklahoma's AAPI community. She is an unapologetic advocate for all, with a career devoted to serving marginalized communities.

Carly Heitland

Organizing Manager

Carly Heitland joins the ACLU of Oklahoma as an organizer, focusing on community support, public education efforts, volunteer mobilization, and coalition building. A lifelong Okie from southern Oklahoma, Carly’s connection to our state—and the people who live here—drives her passion for organizing. Carly graduated with high honors from East Central University, earning a degree in English Education and a minor in Political Science. She then taught high school English for five years in Oklahoma City. In addition to her teaching duties, Carly sponsored the school’s Youth and Government and National Honor Society programs and was recognized as Teacher of the Year in 2025. Carly’s commitment to creating a loving, supportive, and equitable community shaped the work she did in her classroom and school. This drive led Carly to her work as a multi-issue organizer. Carly is especially passionate about criminal justice reform, the abolition of capital punishment, education equity, and 2SLGBTQ+ rights. She is dedicated to building justice-oriented, community-focused programs that include, uplift, and support all Oklahomans. In her free time, Carly enjoys reading, spending time in nature, and connecting with friends and family.

Megan Lambert

Legal Director

Megan received her Juris Doctorate from the University of Oklahoma, where she served as a Dean’s Leadership Fellow and the President and Founder of the university’s Chapter of the American Constitution Society. Before law school, Megan received a Bachelor of Arts with honors in Political Science, Economics, and English Literature from the University of Oklahoma, where she was the President and Co-Founder of the Constitutional Studies Student Association. Megan joined the ACLU of Oklahoma as a Gallogly Fellow in 2017. During her time at the ACLU of Oklahoma, she has worked to overturn Oklahoma City’s anti-panhandling ordinance, vindicating the free speech rights of Oklahomans in the public square. She also represented Tondalo Hall, a domestic violence survivor sentenced to thirty years in prison for failing to protect her children from her abuser, in her commutation, resulting in Ms. Hall’s release from prison fifteen years early and her reunion with her family. In 2021, Megan filed the nation’s first challenge to classroom censorship laws modeled after the Trump Administration’s Executive Order 13950. Today, Megan continues her work to end the indefinite solitary confinement of people with death sentences in Oklahoma, vindicate the free speech rights of racial justice protesters, ensure Oklahomans are not jailed simply because they cannot afford bail, and to protect transgender students and youth from state discrimination. In her free time, Megan sits on the Steering Committee for the National Lawyers Guild Oklahoma Chapter, volunteers as a Legal Observer for folks advancing human rights and exercising their First Amendment right to protest, and serves as a member of the Young Alumni Advisory Board to the University of Oklahoma College of Law's International Business and Human Rights Center. She also enjoys Oklahoma Shakespeare, local live music, and hiking with her two adorable pups, Mars and Maddie. 

Sara Jane DelMonte

Development Director

Sara Jane DelMonte is the Development Director at the ACLU of Oklahoma, where she is charged with generating transformational gifts to support the ACLU of Oklahoma’s current and future strategic goals.  Sara Jane believes communities are strengthened by supporting others to remove barriers and through building respectful relationships. She brings with her 20+ years of experience in the nonprofit sector - merging creativity, integrity, and authenticity in her personal leadership style. Outside of her experience in resource development, Sara Jane’s career spans working in corporate social responsibility, ethical nonprofit leadership & capacity building, and social justice. She earned her Master’s Degree in Family and Child Studies from the University of Central Oklahoma. Sara Jane also has her Certificate in Fundraising Management (CFRM) from the Lilly Family School of Philanthropy. Sara Jane has a passion for supporting Oklahoma’s grass roots movements and is proud to call Oklahoma City her home. In her spare time, she unabashedly enjoys recreational sleeping, preferably in a hammock.
